medium green sweet pepper,sliced into long thin strips
Sea salt and black pepper,as needed to taste
packaged flour tortillas
canned black beans,drained
shredded three cheese Mexican blend

For the Sauce:
olive or vegetable oil
vegetable or chicken stock
In a medium saucepan, apply medium-high heat and add the oil. Add the flour and cook for about 1 minutes, or until lightly toasted while stirring constantly. Stir in ancho powder, garlic powder, sea salt, peppercorns, oregano and cumin. Cook for about 1 minute, pour in the stock and cook until it reaches to a boil while whisking constantly. Cover with lid, reduce to low heat and simmer for about 10 to 12 minutes. Remove the saucepan from heat, transfer to a bowl and set aside.
Preheat the oven to 350º F, lightly grease a baking dish with oil and set aside.
In a non-stick skillet or pan, apply medium-high heat and cook until browned while pressing down to break up the lumps. Drain excess oil leaving 1 tablespoon in the skillet, season to taste with salt and black pepper and transfer to a plate.
In the same skillet, sauté the onion and sweet pepper until soft and tender and add in the beans. Cook until warmed through and transfer to a separate plate.
Start assembling the tortilla by spreading about ¼ cup of sauce on top and add about ¼ cup of black bean mixture on the center. Add with ground beef and top with shredded cheese. Fold the bottom side of the tortilla upwards and fold in the sides. Roll it up to secure the filling and place it on the prepared baking sheet. Repeat the procedure with the remaining ingredients and arrange properly on the bottom of the baking dish.
Pour the remaining sauce on top to cover the stuffed tortilla completely with sauce and sprinkle with remaining cheese. Bake in the oven for about 15 to 20 minutes, or until bubbly and cooked through. Remove from the oven and let it rest on a wire rack for about 10 minutes.
