Preheat your oven to 350 degrees F. Line your cookie pans with parchment paper or mats.
Whisk dry ingredients together.
In a separate bowl, mix egg whites until frothy. Add vanilla, oil, and water and whisk.
Add egg white mixture to flour mixture and mix until smooth.
Scoop tablespoon of batter onto cookie sheet, allowing 3 inches between cookies. Spread the batter with the back of a spoon to form a 4-inch
Bake for 8-12 minutes
Remove from oven and flip it over with a spatula. Place a fortune in the middle, and use the spatula to fold the cookie in half. Pick it up carefully (as it will still be hot) and pull the ends of the folded cookie down over the rim of a coffee mug until the ends almost meet.
Allow the cookie to cool in a bowl or muffin pan so that it retains its shape.
