Preheat an oven to 350 °F and lightly brush a rimmed square baking pan with oil, set aside.
Place the butter, sugars, cinnamon and water in a saucepan and apply with medium heat. Cook until it reaches to a boil while stirring constantly, reduce to low heat and simmer for about 3 minutes. Set aside.
Add about ½ cup of apple pie filling on each tortilla and spread evenly on top using a spatula. Sprinkle with cinnamon on top and roll up to secure the filling. Transfer into the prepared baking pan, seam-side down and pour with warm butter sauce on top.
Bake it in the oven for about 20 to 25 minutes, or until bubbly and lightly golden. Remove from the oven, transfer to a wire rack and let it rest for about 5 minutes before cutting into halves. Transfer to a serving platter and serve immediately.
