Gradually add in the flour mixture while beating constantly, until smooth and well incorporated. Transfer into the prepared baking pan and bake it in the oven for about 30 minutes, or until set and lightly golden. Remove from the oven, transfer to a wire rack and let it rest to cool completely.
Whisk all ingredients for the milk mixture in a separate mixing bowl and pour it on top of the cake.
In the same mixing bowl, add all ingredients for the frosting and whip until thick and soft peaks form. Spread it evenly on top of the cake and chill for at least 2 hours before slicing and serving.
